About the role

Business Development Director And Subject Matter Expert (SME) SAIC is seeking a high-caliber Business Development Director and Subject Matter Expert (SME) with deep, demonstrated expertise across Other Transaction Agreements (OTAs), Commercial Solutions Openings (CSOs), and Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) programs. This role serves as the enterprise quarterback for all alternative acquisition pathways, owning strategic positioning, pipeline development, and win strategies across major OTA Consortia (e.g., Cornerstone, NSTXL, C5, SOSSEC), Direct Mission Partners (e.g., DIU, AFWERX, NavalX, Army RCCTO), and SBIR/STTR program offices across all military branches. In this dual-hatted role, you will act as both a strategic pipeline developer and the corporate authority on non-traditional acquisition compliance, guiding capture, proposal structure, and pricing strategy through the unique rules of engagement for each alternative contracting vehicle. They are a natural cross-functional influencer, capable of building consensus and guiding matrixed teams - including contracts, legal, pricing, and technical engineering - without formal organizational authority. They are a compelling communicator with outstanding executive-level presentation skills, comfortable delivering pitch decks, white papers, and oral presentations to high-ranking military and civilian government customers. Qualifications Required Bachelor's degree in Business, Engineering, Public Policy, or a related discipline is required Excellent written and verbal communication skills with demonstrated experience briefing senior government and corporate leadership are required. Candidates must bring a minimum of 10 years of direct, hands-on federal business development, capture management, or acquisition experience with a documented focus on OTA, CSO, and/or SBIR/STTR opportunities. A proven track record of winning OTA/CSO awards ($20M+ individual wins or $150M+ aggregate portfolio) across consortia and direct channels, with documented SBIR/STTR capture success, is required. Candidates must possess an active network of professional relationships with DoD Agreements Officers, rapid-fielding Program Managers, Consortium Management Organizations, SBIR program managers, and defense innovation hubs. SME-level expertise is required across NDC definitions, 1/3rd cost-sharing rules, IP and data rights in non-FAR environments, and SBIR Phase III sole-source authority. A strong understanding of the DoD acquisition lifecycle, including OTA, FAR Part 12, and FAR Part 15 pathways, is essential. Target Salary Range $200,001 - $240,000.
