We are a 6 year running Top Workplace in the Greater St. Louis area.Job Summary: Leonardo DRS Land Systems is seeking a full time Senior Contracts Administrator. This position is based out of our Bridgeton, MO facility and will have the option to work an in person or remote schedule. This role is responsible for managing the full lifecycle of Government and Commercial contracts, including proposal development and submission, contract negotiation, and ongoing administration. The position ensures all contractual documents align with company policies, meet applicable government specifications and requirements, and accurately reflect identified risks or areas of concern. It provides strategic contractual guidance to Integrated Product Teams, responds to inquiries related to contract obligations or modifications, prepares and submits compliant Truthful Cost or Pricing Data proposals, negotiates terms and conditions, monitors contract performance, and ensures consistent adherence to contractual requirements.Job Responsibilities:Administer and monitor contract performance on major government contractsConduct the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and proceduresResponsible for reviewing contract solicitation terms, handling contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changesReview contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on contract terms and conditions and provide contractual advice, guidance and support to the Contract Lead/Program and Operations ManagersRespond to inquiries regarding contract obligations and revisionsProvide fulfillment of contract deliverables, billings and cash collectionsConduct proposal preparation for customer requirementsPrepare and analyze major price proposalsParticipate in TINA implementation/sweepsNegotiate terms and conditionsMonitor contract performance and cost controls and ensure compliance with contract termsPrepare teaming agreements, MOUs, MOAs, and domestic and international consultant/sales representative agreements and other contractual agreementsPrepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation packageParticipate in management review of proposals/contracts and in the conduct of program reviewsAssist in the preparation of export license applicationsAssist with subcontract negotiation and managementSupport, communicate, reinforce and defend DRS' mission, values and cultureMaintain effective internal and external customer relationsPerform special projects as requestedQualifications:Bachelor's degree in a related discipline5+ years of experience administering Prime US Government contracts, FMS contracts, and/or Commercial contractsNCMA Certified Contracts Professional (CFCM, CPCM) preferredStrong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)Strong understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurementsComprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper useAdvanced knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelinesAdvanced knowledge of source selection/evaluation process including cost and price analysisKnowledge of requirements for and experienced in administration of government propertyDetailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retentionDetailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreementsExcellent verbal and written communication skillsContract/agreement briefing, negotiation and review experienceExperience in monitoring contracts/subcontracts of increasing complexity and valueGeneral computer proficiency and familiarity with Microsoft Office programsThe salary range for this position is $79,919.00/year - $103,895.00/year for the states of Illinois and Minnesota. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
