The Lieutenant - P.O.S.T. Training and Pistol Range Instructor supports the Dougherty County School System Police Department in maintaining a safe and secure learning environment for students, employees, and visitors. This position assists with the supervision and training of departmental personnel, ensures officers remain compliant with Georgia P.O.S.T. requirements, and provides state-mandated and firearms training. The Lieutenant also supports criminal investigations, school safety planning, campus security operations, and the enforcement of applicable laws, Board policies, and departmental procedures. Working closely with the Chief of Police, school administrators, and other law enforcement personnel, this position provides leadership, guidance, and operational support while promoting positive relationships between law enforcement, students, staff, and the community.
MINIMUM QUALIFICATIONS:
1.Certification under the Georgia Peace Officers Standards and Training Act;
2. At least five years of experience in the area of law enforcement with experience in working with juvenile delinquents, gangs, narcotics cases, and terrorism;
3. High School Diploma or equivalent;
4. Experience with handling employee and citizen concerns;
5. Assist in coordinating daily activities and supervision of personnel when directed by the Chief;
6. Possess P.O.S.T. training and firearms instructor certifications;
7. Possess excellent verbal and written communication skills;
8. Possess excellent interpersonal skills;
9. Requires reading, journals, manuals, and professional publications; speaking informally to students, groups of co-workers, staff in other organizational agencies, the general public, and people in other organizations; composing original reports, training and other written materials using proper language, punctuation, grammar, and style;
10. At least twenty-seven years old;
11. A United States citizen;
12. Able to pass a background investigation;
13. In good physical and mental health;
14. Able to pass valid physical exams.
SKILLS AND ABILITIES:
Knowledge of Georgia P.O.S.T. requirements and law enforcement procedures;
Ability to conduct firearms and officer training;
Ability to supervise and provide guidance to assigned personnel;
Ability to conduct and oversee criminal investigations;
Strong verbal and written communication skills;
Ability to prepare clear and accurate reports;
Ability to respond effectively during emergencies and high-pressure situations;
Ability to work effectively with students, staff, administrators, law enforcement agencies, and the public;
Ability to interpret and enforce laws, policies, and departmental procedures;
Ability to exercise sound judgment, professionalism, and confidentiality;
PERFORMANCE RESPONSIBILITIES:
Assist the Chief of Police in providing state-mandated training of officers in accordance with Dougherty County School System Police Department policies and procedures and the laws governing the State of Georgia and the United States;
Supervise staff, including assisting, providing guidance, and evaluating work during training exercises;
Ensure that all officers remain current with Georgia Peace Officer Standards and Training requirements and policies and procedures implemented by the Chief of Police;
When directed by the Chief of Police, assist in the development of comprehensive budget requests;
When directed, participate in the preparation, maintenance, and revision of system-wide school safety plans;
Investigate criminal activity within the Dougherty County School System;
Provide security and safety for all schools;
Work closely with school administrators to provide a safe environment for students, including planning and briefing, reviewing and revising school safety plans, supervising students, and monitoring campuses;
Enforce School Board policies and rules that are not in conflict with federal, state, and local laws and regulations, and take appropriate action when violations are reported or observed;
Work and interact with students to present a positive image of law enforcement personnel;
Prepare clear, accurate, and informative reports of incidents and activities involving the schools;
Testify and present evidence in criminal court or at school disciplinary tribunal hearings;
Supervise investigations of major cases and serve on various task forces;
Perform other duties related to the position as assigned by the Chief of Police.
PHYSICAL DEMANDS:
Occasional climbing, balancing, stooping, kneeling, crawling, reaching, and handling;
Requires medium work that involves walking, standing, stooping, and stretching, exerting between 20 and 50 pounds of force on a recurring basis, and skill in the use of fingers, hands, or limbs for tasks requiring accuracy;
Frequent listening, talking, and hearing;
Must have effective audio-visual discrimination and perception needed for making observations, distinguishing objects, and communicating with others in person, by radio, or over the telephone;
Strength to subdue resistant persons and to lift, drag, or carry persons or objects.
