Must be a federal financial management PM - not an IT PM.ESSENTIAL DUTIES / RESPONSIBILITIESSingle point of accountability for the entire 5-year BPA across all three program officesOwns cost, schedule, quality, and the federal client relationshipMINIMUM QUALIFICATIONSBachelor's in Business, Finance, Accounting, or Public Administration (Master's preferred)PMP required; CGFM or CDFM strongly preferred12+ years federal professional services; 7+ years as PM on federal FM, CFO-office, or advisory engagementsDirect past performance managing at least one multi-year federal BPA or IDIQ ≥ $5M annual across multiple workstreamsWorking knowledge of OMB Circulars A-11, A-123, A-136; GAO Green Book; FMFIAExperience managing on-call / retainer / IDIQ surge staffing modelsPublic Trust minimum; Secret clearance preferredPREFERRED QUALIFICATIONSNOAA, DOC, Treasury, HHS, or SBA CFO-shop past performancePrior PM role on an A-123 assessment engagementFamiliarity with NOAA OCFO ordering practices and multi-domain federal IDIQs
