GIS Manager

1205 Information Technology-GIS Pay Grade: A20 FLSA Status: ExemptUnder limited supervision, oversees GIS activities among all City Departments and coordinates efforts between the City and other organizations. Manages and directs GIS database and application development, maintenance, and implementation. Responsible for planning, budgeting, and all financial matters related to GIS activities. Oversees a team of GIS professionals, including technicians, specialists, and analysts, while managing the technical and business aspects of GIS for the City of Broken Arrow.
Essential Job Functions:
Holds regular one-on-one and team meetings, completes performance reviews, provides feedback, conducts performance discussions, and assists in goal setting for employees. GIS Division Administration: Manages employee time, handles budget-related tasks, oversees vendors and vendor contracts, manages requisitions, and ensures continuous software coverage. Oversees project priorities, guides project scope, identifies necessary stakeholders, makes strategic decisions for future needs, and ensures successful project outcomes and deliverables. Uses GIS expertise to create maps, applications, and other GIS solutions, maintaining up-to-date skills and supporting team members with their tasks. Advises city departments on GIS capabilities, collaborates with stakeholders, and ensures the integration of GIS data in city projects. Develops and implements policies to guide GIS operations, ensures consistency across projects, and establishes best practices for GIS data use. Performs other related duties as assigned.

Minimum Education and Experience:
Requires a Bachelor (related field) and 5 years previous relevant work experience. An equivalent combination of education, training, and experience may be considered.
Certifications and Special Requirements: GISP Certification preferred.
Driver's License Requirement: Valid Class D Driver's License issued by the State of Oklahoma.
Physical Requirements:
Work environment varies depending on departmental needs, including office, field, or specialized settings.
Work requires the ability to sit, stand, walk for extended periods of time.
Work requires the ability to complete repetitive wrist, hand, and/or fine motor movement.
Work requires the ability to talk, hear, listen, and comprehend.
Must be able to lift up to 15 pounds.

RetirementThe City offers a 401(a) defined contribution retirement plan through the Oklahoma Municipal Retirement Fund (OMRF). The City contributes 10% of the employees' earnings into the plan. Employees become 20% vested after three years and vesting increases 20% for each additional year of service until 100% vesting is achieved at seven years. Employees may elect to contribute an additional amount.
The City also offers access to a 457 retirement plan, both traditional and Roth, through Mission Square retirement.

Vacation:
One week of vacation is available after six months of employment. Thereafter, vacation is accrued monthly according to year of service. Procedure: Vacation leave cannot exceed the actual accrued number of hours earned by the employee. Holidays and other non-scheduled workdays shall not be computed in vacation leave expenditure. Each department establishes its own vacation scheduling procedures. Vacation cannot be used as the last day of employment.
Holidays:
Twelve paid holidays, plus one floating holiday each year.
Sick: Eight hours per month up to maximum of 1,040 hours (130 working days).Other City-paid benefits
Life Insurance & Long-Term Disability: The City pays the entire premium for a term life insurance policy, as well as a long-term disability benefit that replaces part of your salary if you become unable to work for several months. The life insurance is equal to the employee's annual salary.
Employee Assistance Program: Through Community Care EAP, City employees and their families can call for help with a variety of personal, professional, mental health, substance abuse and financial concerns. Three free visits are offered each year, with a reference for ongoing support if needed.
