Company The Company is a very well-established multifamily property management, investment, and real estate development company, specializing in both market rate and affordable housing. The Company is vertically integrated and is one of Cleveland’s largest third-party management firms. The property management team has excelled at developing strong and reliable relationships with owners, partners, and employees, enabling its continued growth and success. Position The Regional Property Manager will oversee the day-to-day operations and financial performance of Affordable Housing Portfolio properties. This important role involves implementing policies and procedures to meet budgeted financial goals, ensuring compliance with regulatory requirements, managing staff, conducting property visits, and collaborating with various teams to enhance marketing effectiveness and oversee large scale capital improvements. This position serves as a key partner to the Director of Operations in strengthening the operating platform and supporting the continued growth of the Company’s affordable housing business.
Responsibilities:
Key responsibilities include, but are not limited to: Oversee day-to-day operations and financial performance of Affordable Housing Portfolio properties. Ensure adherence to best practices for property condition, policy compliance, operating standards, and performance metrics. Implement policies, procedures, and practices to meet budgeted financial and operational goals. Provide direct oversight of Property Managers, ensuring effective strategies and compliance in areas such as expense control, resident retention, and social media management. Collaborate with Director of Operations to maximize revenue opportunities and analyze competition and economic factors. Work with accounting department to ensure accurate financial reports, timely processing of invoices, and proper classification of Income and Expenses. Manage collections, eviction process, and handling of resident complaints and Fair Housing Discrimination complaints. Hire and supervise all site staff, providing necessary training and addressing concerns. Work with Compliance Department to ensure site staff compliance with regulatory requirements. Ensure compliance with all Equal Housing Opportunity/Affirmative Fair Housing Laws and regulatory/funding requirements, contracts, and reporting. Ensure proper LIHTC and/or Section 8 policies and procedures are followed includingLIHTC Application and Annual Recertification processes. Conduct regular property visits, audits, and inspections to maintain high standards and make recommendations to improve marketing and leasing effectiveness in accordance with Affirmative Fair Housing Marketing Plan. Communicate with ownership regarding weekly reports and property issues. Manage bid and contract execution process for operating expense categories. Coordinate with Facilities Manager on property emergencies and overseegoverning compliance. Maintain positive relationships with property owner(s), residents, and regulatory agencies. Manage incident reports and litigation documents, forwarding to appropriate parties. Collaborate with Facilities Team on large-scale/project-based capital improvements. Work with Director of Capital Projects on value adds, tax credits, and construction projects exceeding $10,000.
Qualifications:
Bachelor’s degree in Business Administration, Real Estate, or related field.5+ years of property management experience within affordable housing including 2+ years as a supervisor of multiple locations with oversight of 1,000 units. Strong working knowledge of applicable local and federal housing laws, including Fair Housing-IRS Section 42 LIHTC Program and Landlord-Tenant Laws. Experience with EIV reports and COS certification strongly preferred. Proficient in Affordable Housing assets, including project-based Section 8 and LIHTC programs. Strong financial acumen with the ability to prepare and analyze property operating budgets, budget variance reports, occupancy reports, income and expense statements, and financial statements. Knowledge of Yardi strongly preferred and working knowledge of facilities management.
