Procurement Projects Lead/Scrum Master

Job TitleThe Candidate will lead and perform highly advanced analytical and coordination work in an agile environment relating to the implementation of new CPA procurements and solutions.The Candidate will perform these tasks:• Participate and/or lead in project management, coordination, planning, and scheduling with CPA and Vendor staff in an Agile environment• Facilitate daily scrum, sprint planning, sprint demo and retrospective meetings.• Work with product owners, and internal customers, to maintain requirements backlog and conduct requirements elaborations• Mentor product owners, internal customers, project managers, developers and others in agile principles and leading industry practices.• Contribute to development and sharing of agile standard methodologies• Assist in the evaluation of technical solutions and make recommendations based on sound reasoning.• Prepare charts, diagrams, mockups, and tables that depict the present and proposed systems• Identify potential risks and difficulties and designs strategies to mitigate or avoid them.• Review, coordinate and gather current and historical legacy data for executive briefings.• Communicate complex concepts clearly, accurately, and effectively both verbally and in writing.II. Candidate Skills and QualificationsMinimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.Years - Required/Preferred - Experience7 - Required - Extensive knowledge of the Agile Development Methodology with knowledge and experience applying Agile practices and principles including Scrum and/or Kanban including demonstrated ability to inspect and adapt Agile practices to various - Required - Experience developing functional specifications and documenting functional designs for large projects.7 - Required - Experience in project management including Agile and other SDLC methodologies plus knowledge of software development methodologies, testing, design, and implementations5 - Required - Experience as a Scrum Master on large projects including: • Experience performing Scrum Ceremonies (Planning, Standups, Reviews, Retrospectives) • Experience with backlog refinement • Experience creating burndown charts and reporting to management3 - Required - Knowledge of facilitation techniques and experience using them in work groups3 - Required - Experience and hands on knowledge of concepts, practices, and procedures related to procurement and contract systems of large organizations1 - Required - Agile Scrum Master Certification3 - Preferred - Experience with Texas procurement and contract guidelines (Texas Project Delivery Framework)3 - Preferred - Proficient with Jira and Confluence3 - Preferred - Experience Texas CPA Systems2 - Preferred - CAPPS Financials or HR Knowledge or Experience2 - Preferred - Proficient with the Microsoft Office products, including TEAMs, Microsoft Project, Word, Visio, Excel, and PowerPoint1 - Preferred - Certified Texas Contract Developer (CTCD) Certification1 - Preferred - Project Manager Professional (PMP) CertificationIII. Terms of ServiceServices are expected to start 07/01/2022 and are expected to complete by 08/31/2022. Total estimated hours per Candidate shall not exceed 1920 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
