About the role

Our client is a leading operator in the underground hydrocarbon storage sector, providing critical infrastructure for the storage of natural gas liquids (NGLs), crude oil, and refined products across the Gulf Coast. Their facility in Beaumont, TX facility plays a central role in regional energy logistics. We are working with their COO to hire a hands-on Project Manager to lead capital projects supporting their cavern and surface facility operations. The Project Manager will lead the planning, design, execution, and commissioning of capital and brownfield projects at the Beaumont underground storage facility. A successful candidate will manage projects from concept through startup, working closely with operations, maintenance, EPC contractors, and corporate engineering to deliver safe, on-schedule, and on-budget outcomes. This position has a hybrid schedule requiring the candidate to be onsite in Beaumont 3-days per week. A standard schedule would include Monday and Friday work-from-home with Tuesday through Thursday as days worked onsite.
RESPONSIBILITIES: Lead full project lifecycle for capital projects at the underground storage facility, including scope development, FEED, detailed design, procurement, construction, commissioning, and turnover to operations. Develop and manage project budgets, schedules, risk registers, and change-management processes; provide regular status reporting to leadership and stakeholders. Coordinate engineering deliverables across multiple disciplines (mechanical, civil, structural, piping, electrical, and instrumentation) and ensure compliance with applicable codes and standards (API, ASME, PHMSA, OSHA PSM).Manage EPC contractors, vendors, and on-site construction crews; review and approve engineering drawings, P&IDs, specifications, design packages, and construction documents. Drive HAZOP, LOPA, MOC, and PSSR participation; ensure projects meet Process Safety Management (PSM) requirements under 29 CFR 1910.119.Lead commissioning and startup activities including mechanical completion, pressure and functional testing, factory and site acceptance testing (FAT/SAT), and operator training. Interface with regulatory agencies (PHMSA, TCEQ, Railroad Commission of Texas) as needed for permitting and compliance. Champion site safety culture; ensure all work is executed in accordance with company HSE standards and applicable federal, state, and local regulations.
POSITION REQUIREMENTS: Bachelor's degree, ideally in engineering (mechanical, chemical, civil, or electrical).Minimum 8 years of progressive engineering and project management experience in midstream oil & gas, underground storage, terminals, or petrochemical facilities. Working knowledge of industry codes and standards (API, ASME, PHMSA Part 192/195, OSHA PSM) as applicable to underground storage and pipeline operations. Proven experience managing capital projects $200MM+, from concept through startup. Proficiency with project controls tools (MS Project, Primavera P6), engineering deliverable review, and cost forecasting. Ability to read and interpret P&IDs, engineering drawings, specifications, and design packages across disciplines. Strong leadership, communication, and stakeholder-management skills; ability to work effectively with field crews, engineers, and executive leadership. Must be able to work onsite in Beaumont, TX and access field locations including cavern well pads, pump stations, and elevated structures. Valid driver's license and ability to pass pre-employment background, drug, and TWIC requirements.
