Glenn County is located in the United States about half way between Sacramento and Redding in Northern California. With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. Glenn, who was the largest wheat farmer in the state during his lifetime, and a man of great prominence in political and commercial life in California. Glenn County has a population of 28,122.The County of Glenn is seeking an experienced and forward-thinking Director of Public Works to oversee a diverse and high-impact portfolio critical to the County’s safety, sustainability, and long-term growth. Reporting to the Chief Administrative Officer and Board of Supervisors, this executive leadership role oversees engineering, transportation planning, road maintenance, sanitation services, airports, and flood control operations. The Director leads a high-performing team and manages a significant operating and capital improvement program (CIP) budget, ensuring the delivery of critical infrastructure and public services across the County. The ideal candidate is a decisive and collaborative leader with a strong understanding of infrastructure systems, capital project delivery, and public works operations. This individual brings sound judgment, political acumen, and the ability to navigate complex regulatory environments while building trust with staff, elected officials, and the community.
EXAMPLES OF DUTIES: Plans, organizes and directs, the Codesign, construction, maintenance of roads and other public works facilities, and coordinates engineering surveying, and inspection activities. Reviews and approves design, plans, specifications, estimates, and right-of-way matters for new road and bridge construction, water and flood control projects. Inspects work done on County public works projects; reviews bids and advises the County Administrative Officer and Board of Supervisors of contract provisions. Establishes and evaluates goals, programs, structure, policies and procedures of the Agency. Communicates and interprets the goals, programs, policies and procedures to staff, the public, other County departments and agencies, and state and local agencies. Maintains knowledge of changes in directives, policies, statutes and regulations that affect operations and makes suggestions on proposed legislation and regulations concerning the Department. Represents the Department in meetings with the County Administrative Officer and/or Board of Supervisors and other County agencies and departments, state and local agencies, and the public. Confers with the County Administrative Officer and/or Board of Supervisors on resolution of operational issues; advises and directs subordinate managers in the resolution of operational issues to increase efficiency and ensure compliance with Agency policy. Facilitates and coordinates with and between other agencies regarding cooperative projects and funding for public works. Surveying, design, construction, maintenance of roads and other public works facilities, and coordinates engineering surveying, and inspection activities. Prepares and administers the annual Department budget; monitors and approves budget expenditures. Serves as technical advisor to the County Administrative Officer, Board of Supervisors and other boards on public works matters; reviews and presents public works project requests to the Board. Interprets laws, codes and regulations pertaining to county surveyor and public works activities and functions; receives and responds to public inquiries, concerns and complaints regarding department activities. Attends professional meetings, conferences and training seminars to enhance professional job knowledge and skills and maintain certifications. Incumbents in this class must possess a thorough knowledge of public works functions at the County level Pertinent federal, state and local laws, codes and regulations. Planning, development, land use, public works, and resource management functions at the County level. Principles and practices of organization and management, administration and personnel management. Principles and practices of budget preparation and administration. Principles and practices of supervision and performance evaluation. English usage, spelling, grammar and punctuation. Advanced mathematics, including statistical analysis, algebra and geometry. Modern office practices and technology, including computers. EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education and Experience: Equivalent to the completion of twelfth (12th) grade and graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or related field. Five (5) years of increasingly responsible experience in Public Works, Engineering, Construction or other related field with three (3) years in the supervisory capacity. License & Special Requirements: Requires a valid California driver's license. HOLIDAYS:13 paid holidays per year and an additional twenty four hours of Holiday Leave. An employee must be employed the last working day before, and the first working day after, the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits. VACATION:Any combined completed years of service for State of California, or California Local (City or County) Government will be used to determine vacation accruals. 88 hours (approximately 11 working days) per year during the first two years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year after 12 years of service; and 208 hours (approximately 5 weeks) per year after 19 full years of service. PAID PERSONAL LEAVE:104 hours annually of Paid Personal Leave. (October 13, 2025 through October 10, 2027)ANNUAL LEAVE:80 hours of annual leave shall be credited for all FLSA Exempt employees. SICK LEAVE:96 hours (approximately twelve working days) per year of paid sick leave. LONGEVITY:Any combined completed years of service for State of California, or California Local (City or County) Government will be used to calculate the date of eligibility for longevity pay. After 12 full years of service the County shall provide a 6% differential above the base salary and another 1% after 20 full years of service. BEREAVEMENT LEAVE:40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, stepparent, parent, grandparent, parent-in-law, brother-in-law, sister-in-law, brother or sister. HEALTH PLAN:Glenn County contracts with PERS for medical insurance. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium. VISION PLAN:The County pays the employee premium for a vision plan with Medical Eye Services (MES). The employee may enroll dependents at the employee’s expense. DENTAL PLAN:The County pays the employee premium for dental. Department Heads are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and Delta Care (HMO) Plan. The Department Head may enroll dependents at the employee’s expense.
DEFERRED COMPENSATION: The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones. SHORT TERM DISABILITY:The County coordinates with State Short Term Disability Insurance for Department Heads and regular employees. LIFE INSURANCE:The County pays the premium on a $50,000 Term Life Insurance policy for regular County Department Heads. The Department Head pays the premium for optional life insurance. RETIREMENT:The County is in the California Public Employees’ Retirement System (PERS) which is coordinated with Social Security. Unused accrued sick leave can be converted to service credit at retirement.
