Identity And Access Management Server Engineer The Washington State Department of Revenue is seeking an experienced Identity and Access Management engineer to serve as the Identity and Access Management Server Engineer (IT System Administration Senior/Specialist) within the Information Services Division. In this highly visible role, you will help secure and modernize the enterprise identity infrastructure that enables employees, partners, and taxpayers to safely access critical services, while supporting the technology systems responsible for collecting and distributing more than $26 billion annually in revenue for Washington State. You will join the Network Systems team as a senior technical expert for Enterprise Active Directory, Entra ID, Group Policy, server operating systems, and related identity services. The infrastructure you support enables the collection and distribution of more than $26 billion in revenue each year, helping fund services that communities rely on. Your work will also help protect taxpayer information and maintain the integrity, confidentiality, and availability of mission-critical systems. This is an opportunity to do more than administer technology. You will influence enterprise design, guide technical decisions, automate processes, strengthen security, and help teams anticipate and resolve complex challenges. When services are disrupted or a major change is proposed, your judgment will help determine the safest and most effective path forward. You are likely to thrive in this position if you enjoy solving difficult infrastructure problems, translating technical options into practical business solutions, and taking ownership of work with organization-wide impact. The strongest candidates will pair deep technical expertise with sound judgment, curiosity, collaboration, and a genuine interest in helping others grow. Working with technical teams, business partners, and agency leadership, you will engineer and support secure identity and server solutions while providing technical leadership for systems that must remain reliable, compliant, and ready to meet evolving business needs. Lead the operations and administration of Enterprise Active Directory Domain Services, Entra ID, Group Policy, DNS, DHCP, ADFS, and related identity services. Design, evaluate, test, and implement enterprise infrastructure solutions that align with business, security, compliance, and continuity requirements. Diagnose and resolve complex incidents, restore critical services, identify root causes, and recommend improvements that reduce future risk. Plan and manage upgrades, configuration changes, security patches, and technical implementations across test and production environments. Create and maintain scripts and workflows using tools such as PowerShell, System Center Orchestrator, and Power Platform to improve efficiency and reliability. Working with the AIM Architect, provide technical direction, review proposed changes, mentor team members, and promote consistent standards and best practices. Collaborate with security, architecture, infrastructure, development, testing, information governance, business, vendor, and external government partners. Develop clear architecture diagrams, implementation plans, operating procedures, standards, and technical guidance for both technical and business audiences. We are looking for an experienced technology professional who combines enterprise-level technical knowledge with thoughtful leadership and a strong service mindset. You approach complex problems methodically, remain calm when critical services are at risk, and communicate technical choices in ways that help others make informed decisions. You build productive relationships across teams, take responsibility for reliable and secure outcomes, and look for opportunities to simplify work through automation and better processes. You also enjoy sharing your expertise, mentoring colleagues, and creating an environment where different perspectives are respected and valued. The ideal candidate will possess a combination of the following knowledge, skills, abilities, and progressive experience that demonstrates readiness to successfully perform the duties and tasks of this position: Proven ability to analyze business and technical requirements, design enterprise-scale infrastructure and information system solutions, evaluate technology options, and implement solutions that align with organizational goals and business needs, acquired through hands-on experience translating technical concepts into business solutions and providing technical architecture guidance for agency-wide systems. Progressive experience installing, testing, validating, deploying, upgrading, monitoring, maintaining, and managing enterprise server infrastructure and operating systems, including demonstrated skill performing system health monitoring, security and critical patching, configuration, and operational maintenance to ensure infrastructure remains secure, available, and compliant with Department standards. Demonstrated ability to independently analyze, troubleshoot, and resolve highly complex issues affecting Identity and Access Management systems and server infrastructure, such as Domain Controller failures, Active Directory or Entra ID, Group Policy, DNS, DHCP, ADFS, and related services, supported by extensive experience diagnosing and restoring mission-critical services. Proven ability to create, test, troubleshoot, support, and maintain scripts and workflows that automate processes within areas of responsibility, gained through experience planning, testing, deploying, and monitoring automation solutions to improve operational efficiency and reliability. Demonstrated ability to serve as an operational technical lead and subject-matter expert for enterprise Active Directory Domain Services and related IAM technologies, including experience providing technical direction for operations, mentoring staff, providing guidance and technical review to other staff while establishing and promoting appropriate technical standards and best practices. Demonstrated ability to develop and execute testing scenarios for new infrastructure, applications, technical changes, and upgrades – assessing and documenting test results, identifying potential impacts and risks, making recommendations, and developing implementation plans – using knowledge of testing methodologies and experience validating technical changes against business, security, and performance requirements. Proven ability to implement infrastructure solutions that comply with organizational security standards, regulatory requirements, IRS Publication 1075, and enterprise governance, supported by experience designing and maintaining secure systems that protect confidential information and minimize operational risk. Demonstrated ability to develop and maintain accurate and comprehensive technical documentation, including architecture diagrams, implementation plans, operating procedures, standards, and technical guidance, acquired through experience preparing materials for both technical and business audiences. Progressive experience organizing, coordinating, and implementing multiple concurrent infrastructure projects, shown through experience balancing competing priorities, managing risks, tracking milestones, and meeting established schedules and organizational objectives. Proven ability to work collaboratively with infrastructure teams, security personnel, architects, developers, business units, vendors, and external partners to implement and support enterprise technology solutions, gained through experience communicating effectively and coordinating cross-functional technical work.
