About the role

ICF seeks a RISE Applicant Specialist to work in the Disaster Management division. This full‑time position is for Los Angeles area residents in the United States. Travel required along with work from home with strong internet. MAKE A DIFFERENCE! ICF Rise Applicant Specialists will support customers affected by disasters as they rebuild their homes. Help your community get back on its feet. The RISE (Rebuilding Incentives for Sustainable Electric) Homes program is aimed at assisting homeowners affected by wildfires or natural disasters since 2017 with reconstructing all‑electric homes. The RISE Intake Coordinator will be responsible for reviewing applications for eligibility with program requirements, assisting/entering applications for the program, and promoting the use of electric‑powered technologies and appliances. The RISE Applicant Specialist will work closely with disaster impacted community members, home builders and manufacturers, and state‑wide stakeholders to facilitate the reconstruction of all electric homes and the adoption of energy‑efficient solutions that align with environmental and program goals.
Compensation: While the range below is broader, this position will offer a salary range $30 to $35 per hour, based upon % match to job description, location, etc., as determined by the hiring team. Higher education and experience will not change this salary range.
Key Responsibilities: Applicant Guidance and Case Support- 35% Provide personalized assistance to disaster‑impacted customers seeking utility incentives to support home rebuilding. Guide applicants through eligibility requirements, documentation needs, and submission steps with empathy, patience, and clear communication. Help applicants understand complex program requirements and identify the next steps needed to move their applications forward. Provide proactive case management by tracking applicant progress, following up on missing items, and helping resolve barriers that may delay completion. Eligibility Review and Application Processing- 40% Review building permits, building plans, and related documentation to support eligibility determinations and confirm program requirements are met. Conduct application reviews, determine applicant eligibility, and process incentive applications in accordance with program guidelines and disaster recovery protocols. Work with applicants to confirm required work is completed and that all permits, approvals, and Certificate of Occupancy documentation are obtained before application closeout. Maintain accurate case records and track application status through completion. Coordination, Outreach, and Program Support- 25% Coordinate with utility partners and recovery agencies to connect applicants with appropriate information and support. Support outreach and education efforts in disaster‑affected areas, including travel to recovery centers, client sites, and community events from the employee's California permanent ICF‑approved residential location. Clearly communicate program benefits to applicants while ensuring messaging remains aligned with program requirements. Stay informed about updated guidance, policies, industry trends, and regulatory changes that may affect incentive program offerings.
Minimum Qualifications: Associate's degree. 2+ years of progressively responsible, in‑person experience in a local government office (non‑retail), utility program, disaster recovery setting, or similar environment that includes eligibility review, documentation assessment, applicant follow‑up, and case management; or 4+ years of comparable experience in these areas without an Associate's degree. Ability and willingness to work in a dynamic environment both remotely, with reliable internet access, and on‑site, including deployment to recovery centers throughout California for up to four weeks at a time. Deployments are contingent on disaster events, and RISE Coordinators are expected to deploy once or twice per year depending on event volume. Ability and willingness to work a flexible schedule, including some evening or weekend hours as needed. Valid United States driver's license and successful completion of a Motor Vehicle Records (MVR) check required.
Preferred Experience: Bachelor's degree. Experience with disaster recovery or utility incentive programs, including FEMA, SBA, HUD CDBG‑DR, state or local rebuilding initiatives, nonprofit recovery programs, or similar efforts. Familia
