The Senior FQHC Specialist & Grant Writer is responsible for writing and leading project management for complex grants; sustaining client relationships; and producing high-quality, compliant proposals for a wide range of funders. This role specializes in supporting Federally Qualified Health Centers (FQHCs) and other health and human service organizations with emphasis on applications to federal funders, such as the Health Resources and Services Administration (HRSA) and Substance Abuse and Mental Health Services Administration (SAMHSA), as well as state and local public agencies, private foundations, and corporate funders. Knowledge and experience in FQHC-related compliance a plus. The Senior Project Manager / FQHC Specialist and Grant Writer is expected to independently manage multiple concurrent grants, provide proactive customer service, and ensure that proposals reflect the highest standards of clarity, strategy, accuracy, and compliance. Duties and Responsibilities1. FQHC Expertise and Compliance (40%)Oversee development of FQHC Look-Alike applications. Lead on FQHC reporting, including but not limited to, Changes in Scope, Non-Competing Continuations/Annual Certifications, Service Area Competitions/Renewals of Designation, supplemental grant reporting, and closeout reports. Familiarity with Operational Site Visit (OSV) requirements for FQHCs. Conduct internal reviews of FQHC narratives, budgets, attachments, and forms to confirm accuracy, completeness, and alignment with Bureau of Primary Health Care (BPHC) requirements and compliance standards. Maintain and continuously update knowledge of FQHC Health Center Program requirements and HRSA compliance. Collaborate with internal teams to refine templates, standard language, and processes that improve consistency and quality across proposals. Working knowledge of the HRSA Electronic Handbooks (EHBs). 2. Writing, Editing & Proposal Development (25%)Write, revise, and edit grant narratives, including executive summaries, needs assessments, project descriptions, implementation plans, staffing and budget narratives, evaluation sections, organizational capacity statements, and other written materials. Create text shells using templates and standard language; adapt boilerplate to client needs while maintaining clarity, strategy, and funder alignment. Integrate content from multiple contributors into a cohesive, consistent narrative; bring tone, style, and voice into alignment across sections. Draft proposal language for client review related to outcomes, deliverables, methods, timelines, and standards of performance. Prepare submission-ready materials and manage the final packaging process, including narrative formatting, attachments, graphics, and portal uploads when appropriate. 3. Proposal Strategy & Project Management (15%)Lead the full lifecycle of multiple concurrent grant applications, serving as project lead for federal, state, local jurisdictions and large foundation proposals. Collaborate with the GBA team to improve and implement processes and templates. Develop work plans, timelines, and checklists that outline required grant components (narratives, attachments, forms, data tables, maps, financials, etc.).Establish project priorities, assign tasks to contributors, and communicate clear target dates for information gathering, writing, internal review, and final approval/submission. Monitor and communicate proposal status to clients and partners, and prepare updates for proposal review meetings. Ensure that submitted materials adhere to funder instructions and are complete, accurate, and produced on time. 4. Client Management & Customer Service (10%)Serve as the primary point of contact for assigned clients, building strong, trusting, and responsive working relationships. Lead proposal planning calls and facilitate communication with client leadership, finance teams, and program staff. Provide proactive guidance to clients on grant strategy, competitiveness, timelines, data and documentation needs, and applicant readiness. Provide high-level customer service through timely responses, clear communication, organized follow-up, and consistent professionalism. Coordinate with clients to develop budgets and financial materials that align with proposal strategy, narrative, and funder requirements. Working knowledge of grants and reporting portals, including System Awards Management, Grants.gov, Candid, eRA Commons, and others. 5. Administrative & Organizational Responsibilities (10%)Save documents/file in Sharefile. Maintain accurate records of project time; submit monthly timesheets at end of each month. Participate in weekly staff meetings and annual staff retreat. Share weekly project tracker/task list and proposal submission updates. Contribute positively to GBA culture and support company goals by demonstrating adaptability, professionalism, and commitment to high-quality work. Represent GBA through professional networks and at local, regional and national convenings. Other tasks, as assigned/applicable.
Experience Required:
- 3-5 years of FQHC-related and project management experience, preferably in application development or related work.· Experience interpreting Request for Proposals (RFPs) and determining response structure and requirements.· Proven ability to build and maintain business relationships and deliver excellent customer service.· Strong business and financial analysis skills, including reviewing and aligning budgets with proposal needs.· Intermediate to advanced proficiency in Microsoft Word, Excel, and PowerPoint.· Self-starter with the ability to manage multiple projects and deadlines. · Ability to analyze strategic and operational issues and translate them into fundable project opportunities.· Excellent written and verbal communication skills, with the ability to work effectively with diverse clients and colleagues.· Strong research abilities and experience drafting clear, persuasive written materials.· Ability to quickly learn client organizations, programs, and key performance indicators.· Excellent analytical, reasoning, and problem-solving skills.· Ability to comprehend, interpret, and advise clients on grant terms and conditions.· Highly motivated, customer-focused, positive, and enthusiastic attitude.· Experience leading complex or multi-component grant proposals preferred.· Familiarity with health and human service organizations - especially FQHCs - preferred.
