JOB SUMMARY:
This is a responsible administrative position with above average difficulty leading the administrative operations of the building permit application process with the objective of ensuring accurate and efficient assistance is provided to the general public and the business community, in accordance with compliance of established State, County and City codes. The employee is assigned to the administrative functions associated with the intake of utilities requests, the timely and accurate processing of permits and property documents, and customer service, phone, and reception related to Public Utilities reviews for water, sewer, drainage and floodplain work. This work requires independent application of utilities engineering and building permitting procedures and regulations. Supervision is received from the Utilities Permit Review Manager, who reviews work in progress through conferences and review of work in progress.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Under the direction of the Utilities Permit Review Manager, assists in the monitoring and tracking of permit applications through the streamlined permitting system to improve agency responsiveness, technical assistance, customer service, and support. Serves as the permitting review technician liaison between the Department of Public Utilities, the City Department, and outside agencies Assist the public regarding sewer areas, flood zones, and utility atlas requests. Assist contractors, developers, and the public regarding procedures associated with building permit reviews and comments for revision resubmittals. Educate the public regarding procedures for water meter requests, sewer connections, and building permit submittals. Respond to escalated inquiries and requests from the general public and business community through friendly, professional customer service skills, ascertain the needs of the customer, and provide appropriate assistance and information. Update logs for Water and Sewer Availability Letters, Elevation Certificates, Flood Zone Determination Letters, and FDEP applications. Prepare and complete forms and applications. Check utility and construction blueprints, mapping data, and site plans for accuracy and compliance. Check and review a variety of data for accuracy, completeness, and conformance to established standards and procedures. Ability to schedule QLess appointments, inspections, and coordinate with inspectors. Perform informational research for inclusion in reports and to ascertain background information on addresses, business entities, or other pertinent information. Operate computer and other office automated equipment. Assist, update, and track public requests via Granicus Rock Solid or other related systems. Assist with public records request responses. Coordinate with Records and Archives for historic document research. Maintain tracking logs of permits issued and in progress. Research, collect, and compile data for administrative and annual reports. Must effectively and positively represent the Department of Public Utilities in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation. Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers. Perform related work as required for this position and other job duties as assigned. Required:
High School Diploma or GED equivalent and three (3) years of administrative, technical (drafting, surveying, plan review, or other construction technology) experience in Municipal permitting, code compliance, or plan review with considerable customer service experience; or an equivalent combination of training and experience.
Preferred:
Five (5) years of experience providing clerical and customer service in a building permitting environment. Notary Public Certification. CERTIFICATES, LICENSES, REGISTRATIONS: Valid Driver's License: With proof of automobile insurance.
Background Check:
Must have an acceptable background record. Driving Abstract: Must have an acceptable driving record. KNOWLEDGE, SKILLS, ABILITIES: Working knowledge of utility construction permitting, municipal rules, regulations relating to water, sewer, and stormwater. Considerable knowledge of the principles and practices of customer service. Extensive knowledge of all the functions relevant to the processing and approval of building construction permits. Knowledge of proper English, building terminology, spelling, and arithmetic. Knowledge of the interrelationship between the Department of Public Utilities, other City Departments, and other City agencies involved in the permitting process. Knowledge of basic building and utilities construction, and state regulations relating to water services. Skill in the operation of modern office equipment. Ability to access, operate, and maintain various software applications. Ability to explain established laws, regulations and procedures. Ability to deal tactfully and effectively with the public. Ability to identify and analyze problems and develop solutions. Ability to establish and maintain effective working relationships with fellow employees and the public. Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, statutes, and ordinances. Proficiency in reading engineering drawings and GIS/mapping software, strong communication skills, and detail-oriented record management The Examination RequiredEducation and Background Information: Look over the announcement carefully to determine your eligibility. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations. You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed. Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts. Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.
