Recycling Site Operator Guilford County Government empowers successful people to thrive in a strong community supported by quality government. Performs manual labor dismantling freezers, refrigerators, and washers and dryers into various parts for resale, recycling, or solid waste disposal. Employee also receives, processes, and prepares electronics for transportation and recycling. The emphasis of the work is on participating, as necessary, in the performance of manual labor tasks, such as taking apart various case goods and separating parts for processing. Duties also include accepting tires from residents and businesses, and commingled recyclables from the public, all in accordance with North Carolina statutes and County policy. Daily work is performed at the County's Recycling Facility. Reports to the Recycling Site Supervisor. An employee in this class performs manual labor dismantling freezers, refrigerators, and washers and dryers into various parts for resale, recycling, or solid waste disposal. The emphasis of the work is on manual labor tasks of taking apart various case goods and separating various parts for processing. The employee also accepts electronics from the public and separates, processes, and prepares items for transportation, and prepares packing list(s) to accompany each load. The employee also accepts tires from residents and businesses and accepts commingled recyclables from the public; all in accordance with North Carolina General Statutes and County policy. The employee utilizes a variety of hand and power tools, as well as motorized lifting and moving vehicles such as front-end loaders, skid steers, and other apparatus. The employee may also interact with the public by providing general information about site operations or directions. An additional role may include receiving and accounting of monies received from citizens disposing of regulated materials. The classification is non-supervisory. Work is assigned and coordinated by the Recycling Site Supervisor. Examples of Duties Essential duties and responsibilities include, but are not limited to: Accepts electronics from the public, separates, processes, and prepares items for transportation, along with preparing packing lists that accompany each load. Accepts tires from residents and businesses according to North Carolina General Statutes and County policy. Accepts comingled recycling from the public. Tends the collection facility office and determines residency, volume of load, and other determinants of charges based upon the established schedule. Issues receipts and accounts for money received. Prepares and maintains daily records necessary for proper reporting of revenues, traffic and disposal volumes. Provides general information to questions from the public and directs traffic to and from the disposal site. Conducts inspections of delivered materials restricted from dumping and/or materials that may create fire hazards. Sets up and repairs protective fencing for property and recycling materials. Monitors public access to recycling site to prevent scavenging of materials and promote safety. Operates recycling material handlers such as front-end loaders, skid steers, forklifts, low boys, and other equipment. Ensures that access roads and the loading dock floor within the facility are kept clear of debris. Perform other related duties as assigned. Recruitment Standards Knowledge, Skills, and Abilities: Knowledge of basic arithmetic and ability to maintain accurate records. Ability to lift 50 lbs. Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include walking or standing for extended periods of time and operating assigned equipment and vehicles. Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions. Ability to operate assigned equipment. Ability to make sound decisions in a manner consistent with the essential job functions. Typical Qualifications Recycling Site Operator: Graduation from high school or GED equivalency and training and/or work experience sufficient to demonstrate possession of the knowledge, skills, and abilities of performing manual work in recycling site operation. Prior experience in the operation of a forklift or skid steer is required. Possession of a valid driver's license. Possession of a valid Class B CDL license. Recycling Site Operator Trainee Minimum Qualifications: Graduation from high school or GED equivalency and training and/or work experience sufficient to demonstrate possession of the knowledge, skills, and abilities of performing manual work in recycling site operation. Prior experience in the operation of a forklift or skid steer is required.
Special Requirements: Possession of a valid driver's license. Ability to obtain a Class B CDL license within 12 months of hire. Supplemental Information
Working Conditions: Work is manual labor in a solid waste refuse environment. Physical tasks include lifting, stooping, bending, reaching, pulling, holding, standing, and operation of motorized and hydraulic equipment. The employee is exposed to various safety hazards including grease, oils, freon gases, wiring, sharp projectiles, uneven terrain, and possibly human and animal waste and infectious materials. Work is characterized by a variety of weather conditions. Some evening and weekend events, meetings, and presentations may be required.
Physical Requirements: Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and seeing. Must be able to perform manual work exerting up to 50 pounds of force occasionally and/or sufficient physical exertion to frequently or constantly lift, carry, push, pull or otherwise move objects, with or without motorized or hydraulic support. Must possess the visual acuity to identify work safety hazards and to operate a forklift and front-end loader or similar equipment. Driving Is Essential: Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
