Manager, Technical Training

Overview In this role you will lead the strategy and delivery of mission-critical training for a high-visibility federal program supporting HHS/CMS. You will architect a comprehensive training ecosystem to ensure workforce readiness, operational excellence, and ongoing improvement aligned with program objectives. You’ll partner with program leadership and stakeholders to identify needs, close capability gaps, and scale learning solutions. You will oversee curricula, knowledge management, and performance metrics to keep training current and impactful. This position offers a chance to shape consumer-facing education and drive training maturity in a complex public sector environment. Responsibilities Develop and oversee a program-wide training strategy aligned to contractual requirements and mission outcomes Design, deliver, and sustain training curricula, learning pathways, and workforce development plans Establish and manage training programs for Eligibility Support Workers (ESWs)Create consumer-facing education materials explaining eligibility processes and services Identify skill gaps with program managers and customer representatives and drive learning solutions Standardize training processes, documentation, and governance Implement varied delivery methods: instructor-led, virtual, blended, self-paced Track and report training metrics, certification, knowledge retention, and readiness Maintain current content adapting to policy changes and system enhancements Manage a multidisciplinary training staff (instructional designers, trainers, SMEs)Support proposals, contract modifications, and customer engagements related to training Drive continuous improvement through feedback, quality assessments, and lessons learned Key requirements 10+ years in training program management, instructional development, or workforce development leadership Experience supporting federal, state, or large-scale public sector programs Strong understanding of adult learning principles, curriculum design, and training technologies Proven ability to lead teams and manage training operations at scale Excellent communication, stakeholder engagement, and problem-solving skillsUS Citizen and ability to obtain a Public Trust clearancecommunicationstakeholder engagementproblem-solvingadult learning principlescurriculum designinstructional design
