To date, HOA has invested in and currently manages approximately 15,500 home sites across 155 communities and 19 states.
Position Summary: We are seeking a Utility Operations & Financial Analyst to support utility management, infrastructure projects, and cost recovery across a portfolio of more than 170 manufactured housing communities.
Key Responsibilities: Utility Analysis & Cost Recovery Analyze utility consumption, billing, expenses, revenue, and resident recapture across the portfolio. Identify revenue leakage, billing discrepancies, unusual consumption, meter issues, and opportunities to improve utility recovery. Reconcile utility invoices, consumption data, and resident billings and investigate variances. Analyze utility rates, usage trends, occupancy, and other factors affecting utility costs and recovery. Develop and maintain Excel-based models, dashboards, reports, and KPIs. Assist with utility forecasting and financial analysis and quantify the impact of utility initiatives. Operations, Project Management Work with engineers, utility providers, submetering companies, contractors, vendors, and property teams to resolve utility and infrastructure issues. Coordinate utility and infrastructure projects from initial analysis and scoping through implementation and completion. Assist with project scopes, budgets, timelines, milestones, inspections, and deliverables. Track project progress, risks, outstanding issues, and action items and follow up with responsible parties. Partner with field personnel and engineers to investigate issues identified through financial and operational analysis. Review vendor, contractor, and engineering proposals, invoices, reports, and deliverables for accuracy and completeness. Process Improvement & Cross-Functional Support Identify opportunities for process improvement, automation, and increased utility recapture. Develop business cases and financial analysis for proposed utility initiatives. Help establish consistent processes and controls for utility billing, data collection, reconciliation, and project execution. Collaborate with Finance, Operations, Property Management, IT, Accounts Payable, and other departments on cross-functional initiatives. Support implementation of new systems, technologies, vendors, and operational processes. Reporting & Communication Prepare recurring and ad hoc management reports, analyses, and professional Power Point presentations. Present findings, project updates, trends, and recommendations to internal stakeholders and management. Translate complex financial, operational, and utility information into clear, actionable recommendations. Effectively communicate with engineers, vendors, contractors, property managers, field personnel, and senior stakeholders.
Required Qualifications: Bachelor's degree in Finance, Accounting, Business, Economics, Engineering, Operations, or a related field.2–5+ years of experience in financial analysis, utility operations, project management, property operations, infrastructure, accounting, or a related field. Advanced Microsoft Excel skills, including Pivot Tables, XLOOKUP/INDEX-MATCH, SUMIFS, data analysis, reconciliation, and reporting. Ability to effectively use AI tools to support analysis, research, reporting, process improvement, and productivity. Strong analytical, problem-solving, organizational, and communication skills. Ability to work with large datasets, manage multiple priorities and projects, and collaborate across departments. Strong Power Point skills and ability to present information clearly and professionally.
Preferred Qualifications: Experience with water/wastewater utilities, infrastructure, submetering, resident utility billing, or utility cost recovery. Experience with manufactured housing, multifamily housing, or property management. Knowledge of water meters, distribution systems, wells, pumps, sewer systems, lift stations, or related infrastructure. Experience coordinating engineers, contractors, vendors, or infrastructure projects.
