The North Carolina Department of Revenue is recruiting for a Reconciliation and Funding Specialist in our Tax Services Section of the Financial Services Division, which is responsible for the accounting and financial reporting of the taxes collected by the Department. This position reports directly to the Tax Services Manager.
The position oversees the Department’s tax refund disbursement process, including requisitioning funds, initiating refund check and direct deposit jobs, and reviewing and approving check batches prior to printing. Position is responsible for requisitioning cash timely to support individual income and business tax refund checks as well as individual income direct deposits, performing daily reconciliation procedures to ensure accurate cash requests, and conducting thorough reviews of refund check batches prior to authorizing them for printing. The position ensures positive pay files are submitted to the State Treasurer for the refund checks issued, transfers funds for direct deposit refunds from the State Treasurer to the issuing bank, and records refund transactions in the State’s accounting system (NCFS). This role ensures that all tax revenue received by the Department of Revenue is accurately recorded and reported in a timely manner. It performs daily reconciliations of the Department’s general ledger receipts with amounts recorded in NCFS, investigates and resolves any variances, and prepares a daily gross collections report that is distributed to departmental leadership and key state agencies. Position also processes stop payment and cancellation requests within the Department’s tax systems and the State Treasurer’s banking system and provides support to taxpayers and other Department employees regarding refund-related inquiries.
Knowledge Skills and Abilities/Management Preferences
Working knowledge of accounting principles and practices and ability to explain and apply the provisions of the standardized accounting practices adopted by State Government
Ability to assist in interpreting and analyzing accounting data using Microsoft Excel
Ability to apply analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws
Ability to maintain effective working relationships with representatives of related contact agencies, departmental staff, and the general public
Ability to communicate effectively in oral and written form
Recruitment Range: $45,431 - $66,000

Minimum Education and Experience

Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate’s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
