Summary:
This recruitment is to fill a 40-hour per week Term-Limited Temporary position that is anticipated to end in September 2027. If filled by a King County employee who has passed their initial probation, it will be a Special Duty Assignment. King County's Finance and Business Operations Division, Treasury section, is seeking a Foreclosure Avoidance Administrator (Business Finance Officer II). Join our team! King County Treasury Operations is seeking a results oriented, energetic Business Finance Officer II to oversee the property tax foreclosure avoidance and administration process while leading a group of dedicated team members. Scope of Job Duties Understand, run, and oversee the property tax foreclosure process; provide leadership to team members; assign duties and responsibilities, train, mentor, resolve conflicts, and measure staff performance. Understand and apply Washington State statutes pertaining to property tax foreclosure and property tax billing and collection; Work closely with State, local and legal authorities in order to reconcile tax account issues. Effectively articulate and communicate details related to property tax accounts and taxpayer issues; apply exceptional customer service skills and expertly apply job responsibilities while respecting the challenges and circumstances faced by taxpayers. Research, resolve and respond to customer issues including payment, billing and collection discrepancies; work with internal and external stakeholders in reconciling property tax accounts; personally handle communications and responses which may require independent judgment and assign and distribute such work as appropriate. Read and interpret Title Reports, legal descriptions of property and various documents associated with foreclosures; draft letters and email communications; prepare legal documents, statements, and notifications for mailing; organize, prepare and maintain records and reports to ensure that work is accomplished in accordance with objectives, procedures and State law. Utilize Lean tools and principles and apply process improvement techniques; learn systems and processes and make recommendations to improve business productivity and performance; participate in the development of administrative policies and procedures; establish clear procedures and directions and bring out the best in people while challenging the status quo.
Minimum Qualifications:
A minimum of two (2) years conducting Title Report review and research; demonstrated ability to interpret Title Reports and various legal documents necessary to carry out the property tax foreclosure process mandated in State law. A minimum of two (2) years knowledge of internal Treasury systems demonstrated skill at navigating property tax systems and printing tax statements. A demonstrated strong knowledge of statutes pertaining to property tax billing, collection and foreclosure. Demonstrated experience leading or overseeing the responsibilities of a team to carry out critical tasks. Practical experience working in billing and collection. Effectively and accurately discussing foreclosure issues and considerations with stakeholders involved in the process; provide excellent customer service and establish and maintain effective working relationships. Demonstrates consistent and exceptional attention to details and accuracy; applies outstanding time management and organizational skills needed to abide by time sensitive deadlines. Intermediate-level skill using Microsoft Word, Microsoft Excel, and OneNote. Demonstrated experience in creating and implementing policies and procedures. Advanced organizational skills and ability to perform work with limited direct supervision. Excellent oral and written communication skills. Ability to organize multiple tasks and effectively handle customer concerns and needs that may have competing priorities. A high level of initiative, self-starter with a focus on accomplishing goals. Ability to take the initiative to complete necessary tasks or improvements and meet deadlines. Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
Preferred Qualifications:
Experience in property tax foreclosures and foreclosure avoidance. Demonstrated familiarity with continuous improvement analysis and tools. Experience using OneNote. Position Information:
Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. Please reach out for additional details at the contact below. Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Work Schedule:
This position is non-exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 35-hour workweek; normally 8:30 a.m. - 4:30 p.m. Monday through Friday. Union Representation: This position is Teamsters 117 represented. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work in our department's hybrid environment. Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work. Employees will need to be available and responsive during scheduled work hours and follow FBOD's hybrid/remote guidelines that include on-camera participation during virtual video meetings.
