Land Management Agent Under the general direction and supervision of the Planning Director or designee, the Land Management Agent is responsible for assisting with the acquisition, management, and disposal of borough land and resources and other professional aspects of borough land management and project-related work.9/3/26 - Open until filled
Minimum Qualifications: A bachelor's degree in resource management, forestry or related field (two (2) years of equivalent experience may be substituted for one (1) year of education); an additional four years of professional experience in land management or a related field; and a demonstrated ability to interpret contracts, leases, permits, regulations, conveyance documents and other legal documents; ability to interpret maps; ability to research land documents; ability to multi-task; ability to operate geographic information systems and other industry standard software applications; a valid, unrestricted Alaska driver's license and use of a personal vehicle also required.
Essential Functions: Assists in the acquisition, management and disposal of borough owned lands. Conducts annual tax foreclosure sale and general land sales and assists with other land disposal programs. Administers leases, contracts and other property interests. Develops and administers land management programs as assigned. Processes applications for easements, permits, leases, natural resource disposals, negotiated sales, and classifications. Drafts documents and instruments to accomplish the acquisition, management and disposal of lands and resources. Develops and presents ordinances and resolutions pertaining to land management functions. Assists in the development and implementation of a land management system that properly and effectively recognizes land quality and potentials for the utilization and conservation of land, forests and other natural resources. Develops land planning tools and documents and facilitates implementation of plans. Determines land status; physical and title characteristics of real property, right-of-ways, and other property interests, and responds to inquiries. Conducts property inspections and other field work as assigned. Identifies right-of-way needs and facilitates establishment of access ways and easements. Recommends design concepts and considerations for roads, subdivision, material sites and other land management projects. Assists with survey instructions, survey review, and determines survey needs. Drafts RFPs, manages contracts, develops project reports and oversees project work. Reviews and redlines applications, reports, project plans, designs, planning documents, forms and other documents. Works cooperatively with other agencies and departments. Provides support to boards, commissions, committees and assembly and represents land management issues at borough public forums. Provides professional expertise, assistance, and implementation for the borough planning and land management division functions and provides assistance to the public. Other related duties as assigned.
Physical Demands: While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit, and to use hands and fingers dexterously to operate office equipment and small tools; and occasionally transport up to 50 pounds, reach with hands and arms, and stand and walk (at times on uneven ground). This position requires the ability to access non-road accessible land during all times of the year using ATVs, snow-machines, snowshoes, boat, aircraft, etc. Specific vision abilities required include close vision and the ability to adjust focus. Dental/Vision Premiums per Pay Period (24 per year): Coverage for employee and all eligible, enrolled dependents $15 ($30/month) Borough Contribution to HSA or HRA Health Savings Account Calendar Year Contribution $1,500 Individual / $3,000 Family Health Reimbursement Arrangement Calendar Year Contribution $1,500 Individual / $3,000 Family Employees who elect to participate in, and meet eligibility requirements for, the HRA or HSA, shall have the Employer's contribution, *pro-rated, deposited into their account in equal monthly installments during the first pay period paid on the first payday of each month. Personal Leave-Paid Time Off-PTO Employees accrue 3.08 hours of PTO per full pay period from date of hire and it is available to use immediately. Accrual increases according to a 1, 2, 5, and 10-year schedule. New hires receive a lump sum of $1,000 upon completion of 12 months of satisfactory service. Holidays Ten scheduled holidays plus two floating holidays. Administrative Leave Administrative employees who are overtime exempt under the Fair Labor Standards Act will receive up to 160 hours of administrative leave per year, as earned, to be used like annual leave. Retirement Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under. Please note, PERS calculates service based on 6 hrs. per day/30 hrs. per week as full-time. If working less than this, your years of service (used to determine vesting schedule, retirement etc.) will be prorated accordingly. Please contact PERS for more information. Supplemental Retirement Accounts Available at employee's expense through Mission Square Retirement.
