Talent Development Program Manager

Overview As Talent Development Program Manager, you will design, implement, and continuously improve enterprise professional development programs and talent initiatives to support employee growth and business priorities. You will partner with HR, business leaders, SMEs, and vendors to deliver learning solutions, mentoring, assessments, and technology-enabled experiences at a global scale. The role covers program operations, learning technology administration, and impact measurement to ensure adoption and business value. You will work closely with cross-functional partners to drive scalable, measurable development outcomes. This opportunity offers meaningful scope to shape development solutions across Responsibilities Lead the implementation and ongoing administration of enterprise development programs and talent initiatives Coordinate program activities, communications, timelines, resources, and stakeholder engagement for successful delivery Support program launches, enrollment, communications, and ongoing operations Serve as primary point of contact for assigned programs and stakeholders Monitor program effectiveness and feedback to identify improvement opportunities Maintain documentation, processes, resources, and reporting for consistency and sustainability Administer and support learning technologies, platforms, assessments, and tools Partner with HR, IT, vendors to support platform enhancements, integrations, troubleshooting, reporting, and adoption Coordinate with SMEs, leaders, and vendors to implement learning solutions Support instructor-led, virtual, blended, and digital learning programs through administration and tech enablement Research new methodologies and tools to improve scalability, efficiency, and user experience Build relationships with business leaders, HR, SMEs, vendors, and stakeholders Consult with stakeholders to understand development needs and research practical learning solutions Coordinate cross-functional efforts for successful program implementation and delivery Liaise for program vendors to ensure delivery of contracted services and solutions Develop and maintain reports, dashboards, and program metrics Analyze participation, engagement, adoption, utilization, and effectiveness to identify trends Translate data into insights and recommendations for HR Partners to drive enterprise programs Evaluate outcomes and establish measurement approaches to demonstrate impact Drive continuous improvement through feedback, process optimization, and technology enhancements Key requirements 8+ years of progressive experience in learning and development program management and enterprise-level project management Strong program and project management skills with ability to manage multiple priorities and deliverables Proven track record partnering with business leaders, HR, SMEs, vendors, and cross-functional teams Experience administering learning technologies, LMS platforms, digital learning platforms, or related tools Ability to analyze data and derive insights to improve program effectiveness and business impact Strong communication and relationship management skills with credibility across stakeholders Experience with LMS platforms and learning technology tools Knowledge of Oracle HCM a plus Travel up to 10% (Domestic/International)strong communicationrelationship managementstakeholder engagementLMS platformslearning technologiesdigital learning platforms
